2021 International Existing Building Code (IEBC) — International Code Council
New construction has the IBC. Everything already standing has the IEBC. Published by the International Code Council, the International Existing Building Code sets out how repair, alteration, addition and change of occupancy are handled in buildings that were not built to today’s code — including historic buildings, where preservation and life safety have to be balanced rather than traded off.
The code’s stated aim is to encourage the use and reuse of existing buildings, achieving appropriate levels of safety without demanding full compliance with new-construction requirements.
What the IEBC Governs
- Repairs — including repair of substantial structural damage.
- Alterations at Levels 1, 2 and 3, scaled to the extent of the work.
- Additions to existing structures.
- Change of occupancy, where a building’s use changes and its risk profile with it.
- Historic buildings, with provisions recognising their particular constraints.
Key Changes in the 2021 Edition
- Storm shelters: the required occupant capacity is now limited to the total occupant load of classrooms, vocational rooms and offices in the school, and the maximum distance of travel has been deleted.
- Exterior walls: where significant portions of a building’s exterior wall coverings or wall envelope are added or replaced, they must comply with Chapters 14 and 26 of the IBC.
- Snow loads: must be addressed during repair of substantial structural damage, regardless of whether snow caused the damage.
- Educational occupancies: additions, Level 3 alterations and changes of occupancy now carry enhanced requirements.
